I mean it's going to counter at least 2 or 3 people on the enemy team but okay

An average team these days barely has any magic damage, especially with an ad mid laner. There are too many popular assassins playing right now to justify getting a qss early on an adc just because the enemy zed is doing good.

...no? I mean, it mitigates damage. But has a cooldown for the active which is the reason you buy it.

Meanwhile resistances are terrible stats for squishies, both adc or midlaners. And mercurial scimitar delays IE which if far better for AD oriented champions.

only adc's get those items about zhonja ap champs but u can also get item 3156 to counter those ap champs because if u don't deal dmg with your "allot dealing damage ulti" they wont deal u dmg with any of their spells so its =

Crucible doesn't work.

QSS means Zed 100-0s you without needing his ult damage since you bought MR. (And is not really a viable early item.)

Hourglass is the only real viable counter to Zed. And even on the list of champions it is a viable first buy on, there are a lot of champs that lose their ability to keep Zed from pushing the wave and roaming because they could not buy mana regen/CDR.
