The Cloud drake really needs to be changed or removed

If one team gets two of these, skill shot champions are basically completely and utterly fucked over for the remainder of the game.

This is way too strong, especially when stacked with MS items, and really needs to be toned down/changed.

or realize they have to be in the "out of combat" state for the buff to be active. It's literally useless once a teamfight has started or in lane

Or, how about, instead, if you or someone on your team is playing a skill shot champion, how about you work together and be smart, and take those two Cloud dragons instead?
