What's going on with Lux's Q sometimes having reduced duration?

I'm sometimes seeing that my Q as Lux lasts half duration or less, for no apparent reason. It seems to primarily (only?) happen when I'm supporting.

For example, I land a Q and being casting my ult as soon as it connects. The enemy champion gets out of the bind before the ult finishes casting; it lasted maybe 0.5 seconds, and they had no tenacity.

In another scenario (twice in one game), I hit the enemy LeBlanc and she wasn't bound at all. It did damage and procced my passive on her, but she just kept running.

What's going on?

Are you referring to the first target struck by Light Binding? It can hit up to 2 targets, with the second target receiving a halved effect.
