Should Alistar's headbutt be a skillshot?

I feel like a lot of Alistar's balance issues stem from this ability. When done correctly there is zero counterplay to his headbutt+knockup combo. But it's OP for more than just being good cc. As demonstrated in LCS, Alistar can COMPLETELY deny the enemy jungler from entering dragon/baron when positioned properly, giving them ZERO chance to even attempt a steal. I feel like this ability is just WAY too strong and needs some actual counterplay to it. In exchange we could buff Alistar in other parts of his kit, like giving his abilities shorter cooldowns, giving him more damage, etc.

If you want to nerf a certain aspect of a champ but immediately know that compensation buffs are necessary, then the champ is fine

While this allows counterplay, it's also a pretty big buff to him as well since it becomes an escape tool.

The thing is it's not a straight up buff. It's called a power shift. Riot does this with champs all the time. Alistar needs counterplay, but we don't want him to be garbage either.
