there might be a solution to the state of bot lane that makes everybody happy

increase the stream of xp to the duo lane via support itemization, by having

or even items like and its upgrades increase the xp gained from nearby minions for the support and their partner.

this will accomplish two things.

1. a duo lane thats not noticably behind in levels compared to the jungler and solo lanes, becomes harder to gank and to dive under their turret. this includes adc/support lanes. while this wont entirely remove the pressure on bot lane, it would make these ganks slighty more risky. its much easier to come into bot lane at lvl 6 for a dive on two level 4 - 5 champions, than trying to gank two level 6 champions.

2. bot lane fighters or apc like become more feasable in general, since these level dependent champions arent putting themselves behind when compared to laning solo.

the main reason became a viable bot laner with his rework was not only due to his sustain, but also due to his w gimmick, which increased the xp gained for him and let hm keep up in levels compared to solo lanes.

the reason why this mechanic was unfair and put him at an advantage compared to the opposing duo, was because it was onesided. if there was a generally higher xp stream in bot lane, the more level dependent champions would be able to better keep up with adc as more gold dependent champions, while not making the difference quite as drastic.
