Now that Soraka lost her mana infusion, give it to Ryze.

It was a unique and usefull ability. It's sad to see it gone from the game.

Ryze is already all about the magic so it would fit his character well.

Both his Q and W have technical room for an "on ally cast" option.

It wouldn't affect his laning at all, but it would make him a better choice for support. However since he has no heal, it would not bring back the problem of dual sustain.

ryze doesnt need anymore buffs considering how easy he already is

I consider it more a shift than a buff, it doesn't affect him in the areas hes problematic at. It may however justify a nerf.

As if being poked at a distance 24/7 top lane as a melee champ isn't toxic enough......

Not sure what you are getting at.

The infusion won't change his toplane any.

And while it makes his support better, he won't be worse than the other poke supports.

I don't think Riot likes the idea of anyone affecting the mana of other players.

Actually they do, both Vesh and Morello said that they wanted to keep the abbility.

It just didn't fit in with Soraka's new kit, they considered the two AoE skillshots more important than the mana infusion.

They also said that it's possible that another champion will pick up the ability in the future.

I doubt it would be Ryze though, people QQ about him enough as is.

Hmm... could be possible to place it as a passive on an item. Grant a small amount of mana to a target that is healed or shielded. Heck make it scale off bonus mana so people can't abuse it too hard without itemizing for it.

Conceptually, it's a great idea. Suits Ryze's general character idea.

Gameplay-wise, I'm not sure how well it would work. Ryze DOES have CC, however it's very brief - not enough to really effect the bot lane. In fact, instead of giving you the edge, it's probably just long enough to set up a 2v2 duel - which is exactly what you don't want in bot lane. It also doesn't really suit his personality. Ryze isn't a people person, and probably would start arguments with his ADC. :^)
