Why does it seem like Riot intentionally ignores player concepts that are really good.
Sometimes People on the boards have some really good ideas and I have not once since I started playing this game seen any of these ideas implemented.

Legal issue is half of it.
And there have been fan concepts that have made it into the game. Off the top of my head, Void Fizz was a fan skin concept.
The other half, where people make balance suggestions, is because the people making the suggestions have absolutely no clue what they are doing.
cuz they are having delicious greasy burgers all the time.
Well, it really depends on what you mean. Are you talking about balance ideas? Because those can be way more touchy than non-balance changes.
However, when it comes to cosmetic changes they've added quite a number of things, or have at least looked into them. They gave Zac his higher-pitched voice as he shrinks, they're adding ally skin selections in champ select (which I'm sure they were working on, but I saw a post about it before that was revealed) and I myself made a post suggesting an idea for a Sona "VO" update with her music, and composer at Riot posted saying they'll look into it.
So it depends on what you mean, but there are some things Riot dos listen to.

they want to prove that their ideas are better. Maybe confidence issues. After all, it´s a lot easier to work on your own project than trying to execute someone else´s idea and do it justice and with so many great concepts it´s easy to lose sight. Maybe they fear to come off as "unoriginal" if they adapt too many ideas from the community.
