I mean, yes, sure, it allows him to use his W on AoE camps, but you're mana is going to be vomiting out of your mouth even quicker if you use it like that. The Fear range buff is great, but I don't get why Fiddlesticks doesn't also refund mana when the cool down reduction happens for killing something.

Drain already has a base cool-down of 4 seconds so I don't see why a cool-down refund is this important unless dealing with raptors. I thought E was getting a buff against jungle camps but that was scrapped apparently?
