Even with the change, no support is going to buy it, as its meant for the tank initiators, but supports dont get enough money to actually afford this in there build, especially since + are mandatory for them, and after that they have to go , especially with the current changes. And buy boots. Plus, that thing is the only item that really has going for him atm, he needs the speed boost and catalyst passive. If you change this, then you FORCE him to go ROA, which slows his powerspike and teamfight capabilities.

This one hits me hard, personally. Being able to rush a glacial shroud for the armor/mana to lane and have CDR, and then be able to build into a macro item that is often ignored is really nice on a lot of top-lane tanks. Changes seem to fit the class that want to buy it. Tanks used to have the most CDR items, but have been outclassed by almost every other class since about S4. Especially support tanks.

This item line will continue to "suck" as long as its quest remains as lackluster as it currently is.
