Should be flat true damage, not % health.

There is no counter to % health true damage and it's stupid.

She's supposed to be able to duel tanks, so percentage makes sense. But having the percentage scaling with AD so much that she can chunk down tanks is not okay. Make the true damage scale less or make the vitals actually hard to hit.

Passive: The enemy with the most kills in the last 5 minutes is marked as the Villain, causing Garen's basic attacks and each spin of Judgment against them to deal 1% of target's maximum health bonus true damage.

Even the flat true damage on his ult is stupid. ~1k at half health for building pure friggen tank. Cho Gath does a flat 650 at rank three (with AP scaling, granted) with less than half of the range. >_<
