Toxic *

their kits that when taken to the logical conclusion, makes them entirely un-fun to play against or just generally deal with. However, this does not mean they are overpowered. Sometimes they are overpowered, but toxic describes a style of game-play, not their relative strength to the game. In fact, many of those champions are not considered highly competitive right now but their game-play is still toxic.

AKA : Pick a hard counter, and pray that you can win your lane before the 10 minutes marks. If you fail to totaly gut him, you will probably lose your lane hard.

Also, if they get popular, there is a huge chance that they get gutted, because they are anti-fun. Exemple of toxic champions that got gutted because of their toxicity : eve, yorik, olaf, poppy , Soraka (heals were pretty toxic at some point), and probably lot of others.

Buffs to Rabadon, Liandrys, and Spell Vamp... well gee I wonder why Vlad's suddenly gotten stronger and needs a nerf...

Those aren't even huge nerfs though.

Because the AP item changes massively buffed him indirectly.
