Remember when you were able to dodge Annie's ult?
Neither did I
Neither did I
You also can't dodge Zed's ult either.
I mean, if we want to get technical about it.

Does Zed's ult have counterplay though?
Depends on what you define as counterplay, and if you're including counterbuilds as well.
Give me an example for Zed's ultimate, and I'll see if I can give you a similar one for Annie's ultimate.

Okay how about being able to react?
Alright, here I go:
Annie's maximum effective range is 625. This is her zone of control. Just like how Zed's shadows linger or Azir's soldier's stand, this is where Annie basically has the stage.
Now, I'm not going to consider flash. I'm sorry, and people often talk about her flash tibbers stun, but the cooldown is long and it's not part of her kit and we could argue about it until the cows go home. The way to counter flash tibbers is BV (which has a much shorter cooldown than flash) or using your own flash at the same time, and if the latter isn't feasible because of the cooldown, then now you know how I feel when people talk about it offensively on Annie.
Anyway, Annie has a zone of control. She cannot extend it, she cannot dash, and her passive can be tracked and is not always on demand. If she has her stun up, and she's walking toward you, you know exactly what she's going to do. She's predictable in that regard. Concerning her passive, watch her cs habits during the laning phase. If she uses her Q to farm, you can time your approach to after she used her stun. If she relies on her autos to cs and holds her stun, you can shove the lane and force her back. It's a risky move, but if you have jungler aid you can bait her passive out like that. I highly suggest waveclear when doing this, because your aa range may not be enough if the enemy jungler comes out of a bush.
In other words, you react ahead of time by responding to how her zone of control moves. She's not a flash, LC$BIGPLAYS champion like Lee Sin you defeat with twitch reflexes. She's basically the mage version of juggernauts, that will decimate you if you do not respect their area of control without preparing first. Yes, you can actually violate Annie's personal space, but you have to plan ahead, not just react.
Using previously mentioned strategies, you can wait until she sits on her passive to bait it out. One dick move is to build
on a jungler/roamer and bait it out so (if we're not just talking about you midlaning, mind you), and due to how her passive works she has to waste her passive in order to affect you at all, and will not have enough instant rotations to get her passive up before whoever is wielding banshee's veil does whatever they're planning. Outside of that stun, it's just damage and a mini thornmail. You bait that passive with a plan, she's helpless.
Anyway, seriously,
is an amazing item against her. If you have more range than her when laning against her, or if you're a jungler who ganks her lane, it's a great tool when initiating the trade or all-in.
also isn't entirely useless against her, and the active will almost ensure she gets frustrated. If you have more range than her, you can also get some nice poke in if she starts autoattacking the promoted minion (since her spells don't damage it). There's also items useful against her for other classes, but I think going over all of them might be a little much.
are also useful items.
Anyway, I hope that helps. Yes, Annie's spells are instant for the most part, but that changes how her counterplay works. Respect her zone of control, be proactive, cleanse her cc, abuse superior range (and if you can't, be proactive with your approach), and counterbuild. If you're afraid of the flash tibbers, BV is the name of the game.

I'm really tired and don't feel the need to type much. Anyways like I said her ult is instant even if I have
I would still be stunned for the 1 second (Unless you're some quick finger Korean god) I won't be able to react because I can activate these and that 1 second is enough for me to get bursted down to at least half my hp or enough for her and her jungler/allies to kill me.
is a great item against her but she can easily pop it and get passive stacks again then stun me. I'm fine with this rest of her kit but her ult just has no counterplay, I have to to be in constant fear and not cs until Annie isn't visible on the screen while sitting in lane trying to salvage farm Annie's jungler comes and she flash ults me and there's nothing I can do about it? Say whatever you want but Annie is purely you'll never be able to initiate with her because her passive just zones you and she can hold it for as long as she wants. A long ranged champ will do find until she flash Tibber's without you being able to do anything. Her ult doesn't even fit thematically, a damn big ass bear pop out of thin air like the fucking universe and kills you what happened to throwing Tibber's making him transform the cinematic shows it as such.
Well you can with ekko ult, master yi q, zhonyas etc

No... you really can't, Annie's ult is INSTANT no cast time or anything it's impossible to dodge
The only counterplay is being a scripter
I was talking about zeds ult :P

That was a sarcastic question
In other words : Short range, No escape, Flash dependant.

You have to get very close to your target to land your ult with Annie (even with Flash). Any long range champion will actually counter Annie and allow you to AT LEAST have an easy farm lane and poke her indefinitly for free without taking any risk. Most of the time, you will be able to kick her out of the lane and get level 6 before she does.
Also, Annie is very predictible and has no escape. So if she uses Flash to kill you, it means you should have the lead on the lane while her flash is down.
Lux with barrier does extremely well against Annie.

4/5's of your team is likely medium - short range. Only long range has any chance against her. If you have an assassin mid then 5/5 of your team is medium-close range.
You are right, and that's why she is fine :) She can be countered very well in lane and still do something in teamfights, otherwise, she would be completely useless. Don't forget that if Annie is behind from the laning phase, she isn't gonna deal so much damage, and will be an easy target.

She's got really easy CS'ing with her Q, so even if ur bad at farming ur still gonna have half-decent cs. Then if she's against melee, she literally completely zones you on a threat of Q+W+Thunderlords. Just Q+W by itself does decent dmg and it's got a low cd, and she's also got a stun.
What I really hate though, is when Tibber's procs Thunderlords and thus actually becomes a threat.
Annie's kit is pretty much guaranteed to land, and her ult can only be dodged through prediction. Doesn't make her OP at all though, because without flash, her moves are extremely telegraphed.
What I hate is that her Ult has a really short CD if you can't kill Tibbers. Annie can control Tibbers, so if ur melee with not much range, you can't really kill Tibbers. Especially if Annie keeps Tippers close to her.
