Silly semantics, besides, by virtue of how armor shred works I'D bet that it's IMPOSSIBLE to code flat pen to come before shred (because the shred reduces the total armor to a new point which the flat pen then ignores from).

although black cleaver being good on every champion doesn't seem like healthy either so i kind of want that changed a bit
the item lacks trade offs for many champions the way it is now
