Yi's at least tier 2

Tier 2 is still typically filled with strong early junglers or at least with like B class ganking

All tier 2 junglers at least have B class ganking or C class but upgrades to like A class at 6

I was considering Xin for tier 3 but I there's a certain thing I am not sure about. The reason I don't think highly of these champs is because their first item is generally devourer and devourer junglers just aren't good at the moment. The most important thing for junglers in SoloQ is early ganks and they just don't do that very well. Especially Yi. Additionally the fact that your going devourer means your buying a weaker item first for it's scaling. Think like you buy Blade of The Ruined King first every game and the enemy has something like an Infinity Edge or an Essence Reaver, they are just stronger. Same things stands with Devourer vs Warrior

In lower Elos like bronze - gold you have to go in the games thinking you have to carry, in lower elos sated junglers are especially easy to carry with, Yi has always been amazing in lower elo's. Xin is disgusting still, and jax is more of a top laner, but can destroy with devo and rageblade.

Yeah, you should go in thinking you have to carry. Not so much go in thinking you have time to farm for the first 19 minutes and THEN carry. Your team is essentially 4v5 with a devourer jungler and what's worse is that the enemy jungler is snowballing all lanes before you can do anything and at that point it's past the point of no return. You've lost your jungle and your down with your like 15 stacks devourer (whatever) stuck inside your base because anyone who leaves dies. Lanes can't just play "passive" because their jungler needs time to scale otherwise the possibility of them losing lane solo is heavily increased and even if the enemy jungler can't gank them he can just bully you in your jungle while your lanes are getting pressured. In most cases, the only way you win with devourer is if your lanes win by themselves with the jungler on their tail and in that case, why are you playing devourer? Your lanes are already winning for you and you won the game because you got carried. Sorry but these champions don't win because they are very good.. they win because the players playing them take advantage of silly mistakes. the only devourer jungler viable in high elo at the moment is Shyvana and there's reasons why but she isn't entirely a good option as a jungler herself.

Believe it or not, some junglers still gank when they go devourer. And they also rush dragons asap, also helping lanes. Everyone assumes that EVERY jungler that goes sated never ganks. Almost 90% of the games when i go sated i get my team 2 dragons, a Rift herald buff for top or mid, and finish devo be 15-18 minutes while still ganking.

Not all people who go devo only stay in the jungle.

No your right! But did it occur to you that maybe something like that shouldn't happen? Your playing proactively on a jungler that is completely reactive. The enemy is letting you do things you shouldn't be able to do given that, assuming the enemy jungler is an early pressure jungler, you should be getting pressured on. What I am saying is the enemy is making the mistake of reversing your roles. They are saying "Well, we just gotta wait for them to make a mistake" Which at some point is all you can do. But against a devourer jungler? I mean at some point yeah the timers are too high but even if you made a mistake, your still stronger late-game. There's not a whole lot they can do. They would have to wait like 40 minutes in for you guys to make a mistake. Point is, and I am being completely honest here. It's not that your playing completely well, you just took advantage of their mistakes. Also, people assume devourer junglers only sit and farm in the jungle because that's generally the best thing to do. At best, they counter gank but that takes a lot of awareness of the enemy jungler. Which, is a common thing junglers should learn.

So you consider that the tier list is about pre-6 ganking abilities and not actually winning the game. Still have a lot of questions about the Fizz position, since his ganking is kinda meh.

The tier list is about more consistency in winning the game. I understand what you mean though, the idea behind devourer junglers or just junglers that scale into the late-game is that you don't have to have a lot of skill to play them. It's just farm up and hope teams get at least even. Another thing this tier list is about is proactive play. Devourer junglers and such are about reactive play which again, is inconsistent. Fizz ganking is B class at best. The only thing I dislike about him is that he's weak in 2v2 skirmishes early on and like you say his ganking is "meh" and he falls off late-game. Which isn't a rare quality in junglers. For example, Xin is one.

I'd put Xin in the tear 3 list at least, he may not be able to gank easily but that man can counter jungle and carry games like he was born to do it.

Technically, all champs were "born" to carry games... And yeah I am debating it but. Honestly, Xin is just 1 of those junglers that can be sooooo good if he just had an item that he can build that makes him strong early game. There's no jungle item that does that, Warrior does not suit him. Blade of the Ruined King is the same issue as devourer. I just wish I could build skirmishers and then avoid upgrading it and building an item that increases damage as well as attack speed. Moreso attack damage than attack speed but attack speed still has to be there. Afterwards, rageblade into tank. Sell the skirm a little later.

For the list to mean anything you need to account for variance based on Elo. Case in point, Nidalee is the second lowest win rate jungler in Bronze, only being a tenth of a percent above Lee Sin. But once you get to Diamond+ she has the highest. Mean while Shyvanna is consistently in the top three at all levels of play.

The thing is in this game winrate doesn't matter. This list isn't based off of any elo it is an overall view. This list prioritizes in 3 major areas: A) Ganks B) Jungle clear and survivalbility C) Proactivity This doesn't take into account any of the players' skill. Individual strengths of the champions and weaknesses come second but are accounted for accordingly.
