Low Priority Que Waiting

Okay, I am actually extremely out raged at this implantation of consequence for people who get reported as being AFK or even leaving the game. I demand that a red speak with me about this issue, for what possible reason do I have to wait 20 minutes before I get to be in que, and its a 5 game penalty, that adds up to a 100 minutes where I have to wait before even getting into champ select. I understand some of the reasoning behind the concept of why they did this, but it literally is the dumbest thing I have ever seen. Why not just put me with people that have a reputation of leaving games or raging or whatever for 5 or 10 games instead of making me wait 20 minutes before I can even get in champ select. Some times people have an unfortunate event that causes them to have to leave that game or aft for 10 minutes, it happens, there should be no reason why the punishment should be waiting for 20 minutes to even get in the que. 5 x 20 minutes, is a 100 minutes of waiting, no usual game or rare game for that case goes on for 100 minutes, so lets look at this from a stand point of fairness. Okay, Riot is making me wait 20 minutes before I enter the game 5 times because I wasted other peoples time in the game I was just in. Why not make it so that you have to wait before you que compared to the amount of time that was wasted in the game, such as, if the game that the person AFKed in was 30 minutes long, penalize the person to wait 6 minutes before each que, not 20 minutes, 20 minutes is absurd, and complete BS. Im not talking about intentional AFKing, sometimes things come up and it happens on accident.

Suggestion: Don't afk. Problem solved.

Well here is something. you only get these if you AFK often. Also the punishments are linear because they add up over time they don't just say you afked this game time for your restriction! Also the reason it is aloud to be this big is because when you do it like once or twice then a pop up comes and you have to "agree" to never do it again. if you do well they have the right to punish you regardless the reason.
