Remove Lost Chapter from the game and make the level up mana regen baseline on all champions

Take any scenario where both mid laners use mana and have to recall. One finishes Lost Chapter. The other doesn't.

The one who couldn't afford the Lost Chapter is pretty much completely fucked. The opponent will hard push and roam, and you can't do anything about it. If you counter the hard push, you'll blow through your entire mana pool in two waves, and then they're free to do whatever they want. If you don't counter it, you lose plating and probably miss some CS.

This item has too much impact over the outcome of the lane.
