For being a veteran player and owning skins that weren't meant to be rereleased but were. You get a different splash art on champ select for those skins as well. A different boarder for them as well.

Oh ok. I'm a veteran myself, but I did not own any of the rereleased legacy skins.

Riot likes to have AP scalings on the majority of champions so that the extra AP from things like baron isn't 'wasted', and to also to potentially increase build diversity by allowing certain hybrid items to not feel wasteful. This notably included trinity force for a long time since it used to give AP (since sheen used to have AP).
