Swifties boots weak?

Quite the rare purchase, especially for Predator users who get the burst of movement speed they need, when they need it. I partially blame mobility creep. Don't need fast boots when you got gap-closer.

I think they should be buffed to +60 movement speed again or instead provide a % movespeed multiplier (Cloud Drake? Yes!). Maybe even drop the base move speed in order to add the % multiplier so that it scales, not too strong early.
