Why does Qiyana's ult not target the ground, like every other skill shot in the game?

I really don't understand the reasoning behind this decision. Instead of being consistent with every other skill shot, it targets champions/minions, which is not the behavior anyone would expect.

This means that if you use E on a champion and queue R on the same champion, but land one pixel past the champion's hit box, you'll whiff your ult in the completely opposite direction that you intended. The same issue applies if your target flashes or moves while it's queued. Likewise, if she starts to cast on a champion and loses vision, it will actually cancel (similar to Lee Sin's R).
