All Attack Speed is calculated by Base AS * (1 + %AS). Go to the LoL Wiki ( leagueoflegends.wikia.com ), look up your champ, and you'll get their base AS as well as their %AS gains per level. %AS is gained every level except level 1 (whereas every other stat per level counts level 1), so multiply the %AS per level by 17 and you'll have what you get from leveling up. Add all of the other %AS boosts and you'll have what you want.

Clarification: Base AS is the blue number when you hover over AS in game. Most champions have 0.625 Base AS. %AS is AS boosts you get from leveling up, items, runes, masteries, and such. These bonuses add together, so Phantom Dancer + Statikk Shiv gives 90% AS all up. As mentioned at the start, you get your total AS by multiplying your Base AS by the %AS in decimal form (100% AS = 1, 120% AS = 1.2) plus 1.

For example, a level 1 champion with 0.625 Base AS with a Phantom Dancer giving all of your %AS, your total AS = 0.625 * (1 + 0.5) = 0.9375 Attacks Per Second.

All %attack speed bonuses utilize is the level 0 base attack speed and the level 0 attack speed alone of champions.

Per level gains, steroids, item bonuses - any % increase to attack speed only uses the level 0 base.

Base attack speed differs a bit from champion to champion, so do %AS gains - both are listed on this site under the champion section though, once you have those you can start doing maths to find out exactly how many attacks per second you'll unleash.

So, just add all the %bonuses, add a 100% to represent the base as your starting 100%, and multiply all that by the level 0 base. Move the decimal place over 2 spaces and you should have your in-game AS with the items/levels/runes/masteries/abilities you factored in.

This page can be handy for AS-capping calculation. In Jinx's case, she needs 283% (+1 per remaining level-up) bonus AS from non-level sources (runes, masteries, abilities, items, and other allies' buffs) to reach the cap.
