Tahm W sometimes doesnt work?

Some times I smash W and it wont do something for a couple of segs.

It happens with both allie champs/enemies and minios.

Apparently it doesnt work like most points and click? Where you press it and will do the spell cast as soon as the target enters in range? And I notice it happens more when people are moving.

Anyone else having this problem?
