If you plan on stacking alot of hp, then yes
Greater Seal of Health gives +8 health per seal = 72 health if you use 9. You have 72 health at all levels.
Greater Seal of Scaling Health gives +1.33 health per level = 216 health at level 18 if you use 9 seals. You gain 12 health per level with 9 seals. So at level one you have 12, 24 at level 2 etc.
Greater Seal of Percent Health gives 0.5% health. To be better than the Greater Seal of Scaling Health at level 18, you need more than 4800 health (4.5% of 4800 is 216). Percent health is better than scaling health at level 1, but if you need health early game, it probably makes sense to go with the flat health seals.
I don't see too many builds that use scaling health and I've never seen one that uses percent health.
You'd have to stack at least 5k health before they'd begin to outscale Scaling health runes.
So really, almost never.
Short answer, not really.
The purpose of health seals is to provide a player an early edge during the laning phase. Neither percent health nor scaling health seals provide this, making them entirely inferior to flat health seals. While flat health seals fall off mid to late game, they serve their purpose n granting an early edge to those who need it.
That said, I'd rather stick with flat armor seals.
I pick % health on champions that have damage or massive heals that scales off of health and you will therefore probably be building a lot of it. Champions like Volibear, Zac, and Mundo CAN use them.
