That way i could go the tear+roa route and no longer be squishy. Kennen was made with spell vamp in mind...except spell vamp sucks and isn't worth building.
Also, why the hell is his ult CD so high? It's not as powerful as it used to be so what gives?
Furthermore, why is his wave clear still so awful? Make his passive do splash damage. Do "something".

- He is mostly picked as a top laner range bully, similar to Teemo but longer.
- I don't like the idea of him ulting into a group then uses Zhonyas. Too much Op enough.
- His clear seems ok doe. Tagging all minions with his E and then executes them with W, as long as you're not too close to the enemy's face.
-His top lane bully potential is out classed. He's not like he was before. And with a hex drinker or visage, he can be ignored.
-You forget that after he Zhonyas, he's so vulnerable to being hard switch killed its not even funny. Furthermore, if he's trying to target an ADC or AP carry, good luck! Most carries have enough mobility to escape easily.
And don't forget that his build path is rigid. It doesn't offer much in the way of tanking all that damage apart from the standard Rylais+ Liandries
-His clear is awful. He spends two spells to clear one wave. Furthermore, it's his one and only escape/engage. And if he doesn't use it carefully he's liable to getting easily harassed while he does it or while it's down.

His design hasn't change but the meta and other champion designs most certainly has. He can only bully melee top laners in the early laning phase. Slap a MR item on and his harass becomes useless.
There are far more dangerous ranged top laners and fyi I'd make him a mid laner anyway.

While that might be partially true, right now Kennen is in a design breaking point.
Right now for Kennen they:
He's in a situation where unless he uses a Zhonyas (which is mandatory) he's going to get blown up using his ult, which is most of his kill potential. Except these days catching an ADC out of bounds or an AP/Assassin with it is pretty damn hard since every viable ADC or AP has mobility and tons of peel. Even if he catches someone of value under his ult, he's very liable to being burst killed after the zhonyas wears off unless your team was already fed enough to wipe them out after the Zhonyas.
What makes it worse, is that he has really crappy scaling and mediocre base values on his spells. All for the point of what? Being a fragile stun bot?
The meta has not been pleasant to him and with the way Riot is designing new champions, it never will be.

, which means a incredible usefull defense active on your first big item, armor+mr+hp in the built and tons of flat pen, and still a free space for either rabbadons or ga or whatever u feel like.
also, his ult is still very powerfull, especially 1v1(sounds kinda strange for an aoe ult, but his lvl 6 all-in is sick, very high damage and two stun procs from passive)
He has very strong ranged basic-attacks and a low cd, kinda no cost singletarget nuke, so lasthitting isn't really hard with him, and if you want waveclear, you can max W+E over Q, granting more aoe damge, waveclear and teamfight-utillity, but less singletarget dps and poke. kennen is and always was a strong lanebully, but he struggles against heavy peeling as it'S realy hard to get into a team with your ult(removing janna would help him and all other chanps that need to get and stay in the enemy team incredible much...) more waveclear and less ult cd would lead to a splitpushing electro-hamster, as it wouldn't adress his teamfighting problems but strengthen his already strong laneing even more.
