It says it steal % of the target's speed, but it actually debuffs the enemy's and buffs the caster's based on their respective movement speed.
The only ability in the game that actually steals movement speed is Malphite's Q.

Zarkkast1 votesMalphite's Q buffs him based on the enemy's movement speed, whilst Chilling Smite and BotRK work based on the caster's move speed.
If he has 400 movespeed and Qs someone with 1000, he will gain 260 movement speed and go to 660.
If he uses chilling smite or BotRK on the same person he will gain 80/100 movement speed and go to 480/500
They don't actually steal the target's movement speed they just buff the caster.
