This probably ain't gonna happen. Veigar's skill being a point and click, it doesn't really matter how big they make. But because Ashe's is a global skillshot, they'd have to actually increase the hitbox of the ult or else it would give Ashe a somewhat unfair advantage against other global ults.

And if she reaches 1000AP the arrow hitbox becomes global and deals 100% max hp true damage.

It won't make AP Ashe viable. However it does make her support role more intressting

I sometimes play ap support ashe with full mpen runes because 25 ap wont do anything to improving your arrow but 20 pen will hurt because of it's high base damg
