Champion Instant Teleport Removal

As much as I want Flash to be dealt with in some fashion, Flash will be left alone, this is specifically champions that instant teleports in their kits. So pretty much their instant teleport should be changed to a 'dash with extreme speed' where it will be apply as a dash, have a very very brief delay (by delay, i mean travel time, but the missile speed will be so fast you wouldn't notice a difference between instant teleport and a extremely fast dash) and particles indicating point A to point B for clarity purposes; using the spell will feel roughly the same, there should be a slightly better difference when playing against the champions, especially if Riot actually performs more anti-dash/jump mechanics onto champions then these spells will apply as a dash instead of instant teleport being restricted respectively.
