Unlimited levels? hmmm..
Is it such a bad idea to have unlimited levels in normals, like in ARURF?
Now hear me out on this..
There are 3 big complaints I hear often on the board, and just from people I know who play league.

The fact its much harder for 1 person to dictate the outcome of the game by being good

Ties into 2, but how a bad player, or just someone having a bad game has a much bigger impact on the outcome of a game far more than a good player can influence it.
Maybe ARURF has the answer in unlimited leveling in normals?
1 and 3) If towers get buffed so they are dangerous, this will allow players having a bad game to play defensively without fear of getting tower dived by level 5 even. It would cut the impact a bad player has on individuals, and allow them options if they get behind.
- With unlimited leveling, a good player will have to be focused, and more team coordination would be required. That 1 player can dictate the outcome of a game better.
Instead of that person getting to level 18 then stagnating if their team keeps feeding, the power creep of the enemy team will quickly catch up as their gold/levels balance out with thta person. This is why in todays league its much harder to carry. Your losing teammates getting tower dived on both sides of the map constantly, and despite how fed you are, there is little you can do when all lanes are just getting smashed.
With unlimited leveling, this gives you a leg up that you deserve for doing well. You are always ahead of the curve, and even if your team is feeding you don't hit a wall and ceiling unless you also start falling behind. This would allow you to have more impact on every team fight unless you also start falling behind.
Like-wise games would still be quick despite all this. As your stats increase more and more towers will become like paper quite quickly once you breach the level 18.
This in turn makes the games similar in length to what they are now, but play out more dynamically and fairly to both teams despite the situation.
the losing team still has a chance to turtle early/mid game, and try to claw back with stronger towers, but very quickly the game will still turn into a blood bath mid/late game as the levels start hitting past level 18 and towers become easier to down.
