Veigar W should become 33% larger if used inside event horizon

You need to explain this more because I know why you want this but not many others probably will. The reasoning behind this is if veigar casts w which is a small aoe slightly delayed damage (its a meteor drop spell) it actually does not fill the entire e (a ring that stuns you when you walk into it) so the w needs the size increase because otherwise the enemy can stand inside ring and not get stunned WHILE ALSO DODGING THE W, this is sort of unbalanced as it negates a lot of veigars damage which considerably isnt even that great anyway.
