1-3-0 Fizz with 2 Dorans and Sheen just did ~1300 damage in 4 seconds to my 3-1-0 Cassiopeia, with RoA and boots. He was stunned for 2 of those seconds.

Fizz had his early game buffed and his late game nerfed. His E does a ton of damage, his R makes his E do even more, his W now has instant execute damage (4-8% of missing health), and he can then abuse his W with a few extra AA's. Dodge his fish, don't let him land his E on you, and save a dash for when he tries to Q. Cass being an immobile mage though makes her easy prey for any assassin.

Cass should be fine as she should be aggressive enough. Unless Fizz ulted you, you should've went ham and cheese on him.

OK? Fizz shouldn't have done so much damage unless he had full ap runes and masteries and ignited so i call bullshit.
