Are key fragments too hard to get now?

So I play anywhere between 2-10 hours a day, and i receive a bunch of honor every day, but i RARELY get key fragments. I've gotten like 3 key fragments since the new honor system came out (i'm an oce player, by the way, we had honor a few weeks earlier.)

I feel like you should now get full keys, instead of fragments, since it takes much longer to get them ...

I currently have like 7 chests and 0 keys :(
