His E applies on hit affects. Since its an auto attack iis also empowered so it does a lot of damage. Also with your passive it is close to a one shot. Also his E does horrendous damage to towers, inhibs, and nexus. Also his E does so much damage on its own you hardly need your Q, but its good to finish off with.

I've been maxing E first while I practice him, because more frequent gap closers and most reliable damage is nice.
Proccing spell effects is fine, though.
