I feel like putting global timers on all buffs removes a lot of the strategy from the role of a jung
Just my personal thoughts. Anybody else have different ideas on why it could be a good change? Because I have nothing positive to say about this.

Well, for the sake of agument:
There is nothing skill- related to knowing timers. Its just obscure and abstract game knowledge. And keeping tabs on them was just more hoops to jump through for the people doing it. On an even playing field, both teams should have access to this knowledge upfront rather tha practice writing it down in chat to waste time scrolling through it to find said info. the skill is in timing around said information and playing well with it, not simply having knowledge of the game the opponent doesn't.
A game shouldn't be won simply because I studied the wiki more than you.
There is your argument.
I think the idea is to make jungler a little more accessible. Jungler is already arguably the most difficult role because you can impact the game the most early to mid. Removing trivial things like tracking timers, something a decent jungler would do anyway, just makes it easier for more people to get into the jungle.
wow the same argument is being recycled from when dragon and Barron timers were made global. That was shit logic then and worse now.
