If I needed to deal with tanks at level 16, I would've bought a void staff or rageblade before then.

Honestly I see people complaining that giving Kayle free true damage at 16 is OP, and I also see people saying it's a great buff. But I personally think it's going to hurt her that her power budget is wasted like this. Innate true damage and resistance pen are strongest in the mid game. Early game nobody really has resistances, and by the time you've hit late game everyone with some sense has already bought item 3135 item 3035 item 3071 item 3124 . If Kayle is having trouble dealing with tanks she cannot afford to wait until level 16; she has to buy a void staff or rageblade sooner. The problem here is that resistance pen does not synergize with true damage at all because you cannot penetrate resistances that don't exist. My ultimate point here is that true damage at 16 is a lot weaker than people think. It will primarily make a difference in lower elos where Kayle players wont be smart enough to buy %pen early and games are guaranteed to drag out to level 16.

Also, it's PAST LEVEL 16. So... like post 23 mins? What's the average timing for level 16? the game won't just swing because " Oh kayle has true damage now" It really seems like a noob trap. None is saying how kayle will have a horrible time pre 11 and be bullied by anyone and their aunts

What I don't personally like about true damage that is going onto so many things these days is that it weirdly just invalidates parts of other kits for reasons I'm not finding.

For instance, Alistar ult is pretty much just a 'I have no gold. Please god make me tanky', but since True Damage (and executes) is coming onto everything these days his ult feels like it means less and less. Or Annie E, or Braum E. That sort of thing. Most tanky supports rely on some steroid that all this free true damage is just invalidating... and they rely on those since they don't have the income to buy tanky stats at the pace they need to do so.
