He is a late game champion, and in a fast meta his win rate isn't really expected to be that great, there is also a few other possibilities that could explain the drop, like new people picking him up because of his mention in the patch notes and doing poorly with him due to less experience or placebo effect, Vlad had a similar issue long ago where the patch notes mentioned that his Q had been nerfed but due to an error the nerf did not go through until a future patch, his win rate still dropped even though no changes had been made. Karthus may need some changes to get him into a good place, but reacting immediately after a change before things have a chance to stabilize can really skew the data, part of the nerf could also have been in anticipation for some of the changes to low mobility mages, as there may be an item coming that synergizes incredibly well with Karthus, I'd give it a while, Karthus doesn't die that easily.
