Serious Question: Why was Singed Created?

Kind of a bitch rant, but I'm also trying to ask an important question. I mean, Singed arguably is one of the most annoying champs ever created, not just in League but in and MOBA or video game. Literally his entire gameplay is running around poisoning people stupid enough to chase you and flipping people into your poison or over walls if they're stupid enough to not know what you're planning. Literally all of this is what makes him unfun to face against. He doesn't engage on you like most other fighters, he doesn't cast spells that you have to try and dodge to then get close to him, he just runs around you, your minions, your whole team and still manages to kill shit.

On top of this, if you don't have any sort of hard CC like a Morg root, more than likely you're fucked because, like I said, he'll just run around you and your team, slowly killing you all as you try to chase but because MS is a big part of his playstyle you can't fucking catch him. But honestly the thing that I think I hate the most about him is his ult. It is literally nothing but stat boosts but all for the ridiculous time OF 25 FUCKING SECONDS! 25 seconds! At all ranks! Which increases his armor, AP, MS and MR by 35/50/80 and his health and mana regen by 7/10/16. All of that for 25 seconds!

Just....OK complaining aside, I just don't get why he's like this. Yes he does take time to master or play well but when you face people who know what they're doing, it sucks the fun completely out of the game and lane for me since I can rarely kill and he'll just proxy my lane over and over again. As well, his one of the oldest champs in League and his identity of being the guy who kills you if you try and catch him is so iconic that I don't think Riot can ever touch this guy with any sort of rework since they'll just get a giant backlash from the part of the community that like/main him (much like Lee Sin).
