IMO, Gangplank would have been a more suitable bot carry.
Mainly because he had/already got low cd low cost range spam on his Q. He's got mana so he will run out, just like any other ADC. He's not too vulnerable to kite because of his oranges. So you don't need to inflate his base stats or defences or abilities; so as to avoid changing too many things about him for the sake of balance.
A Gangplank bot lane carry would have been a much smoother transition to the idea of non ADC bot lane carry because players would have been more familiar with Gangplank's range (mainly Q) and would have honestly been way easier to balance than Mordekaiser.
There will probably be a lot of downvotes because no one wants a second Morde, but I'm just saying he'd be way easier to balance with less over-inflated abilities (Morde). And Gangplank is already semi-range anyway.
This idea basically ignores current Gangplank's balance status. He's strong at the moment and I agree with that. This is mainly a reflection of what could have been different about the whole non-ADC bot lane carry fiasco.
