Technically Fiddlesticks has a SLIGHTLY higher win rate, but almost no one plays him anyways so I'm not counting that. Anyways, I've been saying he's broken for years, but everyone just says "git gud lol". Maybe Riot will finally look at him now that his winrate has skyrocketed on top of his Lee Sin level play rate.
