FQC has 60 AP while Eye of the Watchers has 35, a 25 AP difference.
Upgrading sight stone to Ruby is a difference of 800 gold. That 800 GP would make up the AP difference, and then some.
So the only reason to pick FQC is for it's active. But that said, I don't think getting Ruby SS just for the active CDR is that good unless your stacking Active itemization. (But I would only be guessing that a Mage support would forgo Redeption and Locket for items like Liandry's or Crystal scepter.)
