Is anything being done to fix champions who rely on sustained damage?

The entirety of season 8 has been focused around burst damage. Champions who need significant time to output their damage (i.e. Kennen, Cass, etc.) have been largely irrelevant all season, because the vast majority of the viable roster can kill them in half the time it takes for them to output their damage, and their kits tend to be more reliable.

Is anything even being done to bring them back into relevance?

Added durability in lane should help those kinds of champs survive there usually weak early game especially vs lane bullies

This post isn't about lane bullies. The champions who have high ramp up time or deal sustained damage usually are the lane bullies.

I dont think cass is a lane bully

Depending on the champ she's facing, she can be pretty oppressive.

Not really much can be done with a bandaid fix. As any bandaid solution would just be abused by those who it'd intended to work against. There's an asymmetry in how damage creep impacts consistent damage champions vs burst damage champions.

Even if your favored early game, if damage is high enough, then burst damage is just more efficient at removing enemy damage.
