Mana scalling on W and E removed. Why? This will make 2 things happen:

"He wont be a tank anymore" kinda sums up Ryzes whole problem in the first place.
(Hes a massive scaling hyper carrry with an easy kit and great utility that functions as a TANKY bruiser.) (And how many other mages are debuffing your ADC with frozen heart and actually getting MORE damage by building it?)
Meserion3 votesUm he was fine... he was a rare breed and because of his item reliance he can be shutdown early on. Also his range is not spectacular; this nerf kills Ryze as a champion, they might as well delete him.

He will still need to build mana to be able to cast at all so his build won't change much in general but instead he will have to be like everyone else and build damage to do damage. Idk where you pulled the "He won't be able to build tanky CDR items anymore" thing from. Swain has no mana ratios but builds Frozen Heart and Tear of the Goddess all the time. Ryze will still have mana afterall.
