She has enough gap closers that she doesn't really need it, her W grants 40% movement speed and she also has her E as well as her Q slow and with gauntlets all of her AAs slow so your chances of escape are quite slim.

Poppy would be utterly, completely and totally worthless other than a sponge that my ADC can kill for gold.
