Ok so Kassadin definitely needs buffs after 8.2

I understand that Kassadin's passive and hyper scaling means that he is supposed to have a weaker lane but his laning should not handicap him to the point of becoming a harass pinata where he lacks the ability to trade back any damage at all.

Now Kassadin is down to a 45% winrate just because of the targeted spells changes. Cassiopeia has also dropped 1-2% and could probably use a buff to although her laning is definitely a lot better than Kassadin's right now. The targeted spells change was aimed at top lane but ended up affecting mid laners more than Pantheon or Teemo.

this change was made exatly for champions like cassio that could harras with high point click BPS without getting punished,i think they just fixed her laning phase since she's not supposed to be a lane bully (and unless you couldn't pick an hard counter you felt like you were playing against an early snowballer such as fizz)
