3 flat hp quints is 6k ip.
just two examples of how ridiculously overpriced runes are.
i like to have 9 cdr glyphs and 9 scaling cdr glyphs too. so thats over 20k IP i need total for 21 runes.

doesn't explain why AD MR and armor runes are discounted so heavily, yet everything else is full price.
JavelinJoe3 votesAD,Mr,Armor, and even AP are all easily accessible stats where besides AP you naturally scale with level. CDR is maxed at 40%, 45% with masteries. and is different than the other stats because it allows for more (numerous) abilities than you normally can use. not having to get that cheaper AP item for the CDR allows for a more offensive item pool or specific boots. (don't need to get 
for the CDR) Also the CDR is from the start of the game, not after a few items, and this alone makes it very valuable for spam based abilities or longer cool down ones.

Jbels1 votesNobody uses Full CDR glyphs. They either take just enough to get 5%, or they tke 3 or 4 scaling ones to get 10% by the late game
