Question About Damge

So when riot says that damage is slightly higher than before are they talking about at all intervals of dps like in 1 second burst to 10 seconds sustain or are they just saying yes damage at the 10 seconds marks are slightly higher than before. Because the latter means damage is just slightly higher and the other means that damage is more lethal.
