To be fair a bunch of those AD "junglers" were not designed as junglers and just fell into that position over the years. Also skarner does mostly magic damage iirc.
I know Vi and Wu were designed for top lane, pretty sure Xin was meant for top too. WW is in a weird position where he isn't true AP AD or Tank. He is on hit and tends to build any of them. It was simply due to old devourer that he started being mostly AD again in the rare cases he is seen. Still does a ton of Magic damage though.
Graves was meant for top or something, I don't believe he was meant as a jgler.
That leaves us with 4 AP junglers, a plethora of tank junglers that can go Tank, AP, or AD depending on which one we are talking about, and a list of ones that I can't confirm weren't designed for jg being:
Lee, Kidnred, Kha, Yi?, Noc, Hec, Shaco, and rek'sai.
Graves, Yi?, Olaf, Wu, Vi, J4, and Xin were meant for top IIRC.
Udyr, Skarner, and WW fall into the tanks that sometimes build damage.
That leaves 6-7 True AD junglers that I can think of and 4 true AP junglers. Still a bit out of balance, but no where near as bad as you were implying.
Keep in mind that simply due to how AD champs function in relation to AP champ they tend to do better in the jg. They have better sustain, care less about cd's, don't rely as heavily on mana, and eventually can lifesteal.
That is why it is much easier for AD champs to force their way into the JG than for AP champs, because there is no way to balance AP jglers around clearing the jg while still punishing normal AP laners which aren't designed to fight over objectives except in a few cases.
As Dark pointed out Nid does exist but I left her out of this since she wasn't originally designed for JG clear. Like Vi, she forced her way into the jg and was eventually balanced around it.
