Is Rylais bugged or are Singed and Rumble supposed to have 40% slows now?

It's really fucking annoying.

I think the Dot effect from the DoT and multi hitting effect on Ryalls. Probably applies to Cass' poison or Brands passive, or Malz's space aids.

I'm guessing that Singed and rumble are applying their abilities as an AoE for the 40% slow. Perhaps unintended, but doesn't sound like a bug.

This would be why I looked forward to the AP item revamp.

Literally all of Singed's core items got buffed.

It is probably counting it as an instant AOE that is getting procced very rapidly. Yeah its a bug.

On singed, it is missing that his poison is a DoT. On rumble, it is forgetting that his Q and ulti are multi hitting spells.

It's not a bug. They intentionally made it so rylais procs the full 40% slow on AoE abilities.

Rylais has always worked on singed poison and rumble's various abilities. It just wasn't as noticeable, since the slow used to be tiny for non-single target spells.

It is meant to hit for 40% on INSTANT aoe spells (ie Chogath Q and W).

On damage over time spells (Singed Q) and multihitting spells (Rumble Q, R), are supposed to be a reduced slow still.

This is incorrect. When they meant DoTs, they inferred reapplications of the debuff through a dot that was applied by a single target spell and then ticked down. It is working as intended. The trade off is that movement slowing debuffs no longer stack, and only the slowest one is counted now.
