Spectres Cowl should build from rejuvenation bead.
Kinda weird that it doesn't. When you build Spirit Visage, you would think that you need a rejuvenation bead somewhere in its recipe but no. Spectres cowl doesn't build from it considering it has health regen (only when hit) but still. It should at least give 50% base regen and give you the 150% when hit. Banshees Veil makes partial sense since it has a rejuvenation bead in its recipe, although seperated from Spectres Cowl. Just a little nit-picky.
