I propose a new passive that will have a real use and will also fit 
thematically:
Scouter's Sense: Teemo's trained senses allows him to track his enemies. Teemo permanently ignores fog of war and has a 800 radius true sight aura around him.

I'm not opposed to a new passive for Teemo (one befitting his scouting nature would be nice) but what you're proposing is absolutely insane, and would turn Teemo into pick/ban status almost overnight.

Teemo is cancerous anti fun: Upon entering the match teemo dies, because he's a cancerous anti-fun champion. When he respawns, he instantly dies of cancer again.
