to be fair, it does have a cooldown after toggling it off, as well as a mana cost for turning it on the first time he can't just milk it indefinitely for free lich bane procs

It's a 2 second cooldown @ Rank 5. 1.4 Second Cooldown with 30% CDR (Lich Bane + Athene's/Morellonomicon).

So you can, in fact, milk it indefinitely for 'free' lich bane procs.

Anivia 's ult is a toggle, as well, yet also procs Lichbane. Both on the activation and the deactivation, in fact.

There'a a big difference between a 6 Second Cooldown Toggle (Anivia R) and a 2 Second Cooldown Toggle (Aurelion Sol W) when it comes to efficiently proccing Lich Bane.

However, in contrast to Aurelion Sol, Anivia also has two other abilities with fairly short cooldowns.
