Sion Support
Is it actually good, or is the high winrate a result of low pickrate (which probably consists of Sion mains)?

Its definitely good, Sion as a champion lives and breaths cc and his extremely high base damage makes him strong early and mid. Hell They cant even focus you(the champion with naturally lower health since youre melee and will expose yourself to proc targons) in 2v2 fights because you will revive and absolutely murder one or both of them. You cant really pick him into somebody like zyra or brand who are just too overbearing for any melee support(Or morgana because her shield will ruin your day 100% of the time). It also doesnt really help to pick him with non aggressive carries(like vayne) because your poking ability will shove the lane like mad.
Bonus points, if youre queue'd with your jungler, just have him get a leash from your top laner and go sit in the bush the enemy bot lane crosses. Free first blood nearly every game thanks to sions massive damage absolutely massive 2.5 second stun at level 1 that is invisible from the brush that is NEVER expected since conventionally youll be leashing, not setting up a kill at the start of the game

Actually, if you die, most likely they'll just back off and be happy with their kill. So passive is still pretty useless.
It's not that useless all the time, though - I once played a full AD Lethality Sion and was being kited by a Sivir (spellshield is huge against Sion D:) and I kept killing her with my passive after I died, due to Sivir's short range. She raged.
its alright if played correctly, but i dare say it's due to the low pick rate.
not really. If you can't farm you lose 600+ health per game because of his W passive
Mix of both, I think.
Sion support can zone/cheese effectively with fully charged Q from brush, (pretty reliably) poke with E, or in an all-in, shred armor with E. Since it's a 2v2 lane, you can make use of your passive more (if they focus you, you can use your passive to peel for the carry).
It works against select champions. Its a great pick against raka and other passive champs, but I'd avoid picking him against anything that can really poke.
If you don't know how to play Sion then you won't get very far either way.
My support main friend plays Sion sup quite often with me. It's very good once you know what you're doing, and once you do you can get a level 1 first blood by waiting in the bushes 90% of the time. The best ADC to use with a Sion support is definitely
Runner-ups being
Duoing with a Sion support usually makes for some of the most fun games I have ever played. The only cons to playing Sion are that he has quite a few counters. People with tons of poke damage (Mage supports) are the worst, also thresh and just about anyone with a hook is a pretty big nuisance
